The Federal Ministry of Labour and Employment has inaugurated a Enterprise Content Management (ECM) system, a digital platform to modernise administrative processes and enhance service delivery.
The Minister of Labour and Employment, Dr Muhammad Dingyadi, said this during the inauguration of ECM in Abuja on Thursday.
Dingyadi said the system would streamline workflows, improve document management, and deliver faster, more efficient services across the Ministry.
According to him, this launch marks a major step in our digital transformation journey. It will enhance accountability, strengthen transparency, and make our operations more responsive to Nigerians.
“The ECM platform will also support regulatory compliance, secure official records, provide easy access when needed, and preserve the ministry’s institutional memory.
“Continuous staff training is critical to the system’s success, ensuring officers have the skills and confidence to use the platform effectively.”
The minister commended the ECM implementation team, the Permanent Secretary, and Galaxy Backbone for their dedication, urging staff to embrace the reform as part of daily operations.
Mrs Didi Walson-Jack, Head of the Civil Service of the Federation (HCSF), described the Go-Live of the 1Gov ECM system as a milestone.
According to her, the ministry is now embracing a modern, paperless way of working that promotes productivity and fairness in the workplace.
She congratulated the minister, permanent secretary, directors, and staff for their dedication, saying their efforts demonstrate commitment to reform, accountability, and citizen-centered service.
“The shift to the 1Gov ECMS platform is transformative. Workflows will now be automated, reliance on paper reduced, and real-time collaboration across teams is now possible.
“The ministry now has access to a fully integrated digital ecosystem, including Gov Drive, Gov Mail, E-signature integration, and other tools that support seamless collaboration across Ministries and Extra-Ministerial Departments,” she said.
The HCSF urged other ministries yet to adopt the system to act with urgency, emphasising that ECMS is just the beginning of full digitalisation of the Federal Civil Service.
According to her, the ECMS is where every process and service is handled electronically, securely, and efficiently.
Dr Salihu Usman, the Permanent Secretary, Ministry of Labour and Employment, said the ministry is proud to join the “exclusive club” of ministries and agencies that have gone fully live under the Federal Civil Service digitalisation drive.
He said that the milestone reflects the Ministry’s alignment with the Renewed Hope Agenda, which emphasises efficiency, transparency, productivity, and citizen-centered governance.
Usman commended the dedication of management, directors, technical teams, and staff who have embraced change, upskilled, and adapted to new ways of working.
According to him, digitalisation is not merely technological but a cultural shift toward smarter work processes, faster responses, and improved engagement with workers, employers, and social partners.
