The Niger Delta Development Commission (NDDC) has begun the implementation of a Performance Management System (PMS) aimed at improving staff efficiency and service delivery.

The Director, Corporate Affairs, Mrs Seledi Thompson-Wakama disclosed this in a statement in Port Harcourt on Monday.

Thompson-Wakama said that the Managing Director, Dr Samuel Ogbuku, kick-started the implementation of policy at a two-day staff retreat in Port Harcourt.

The director quoted Ogbuku as saying that the PMS remained crucial to achieving staff efficiency and overall delivery of the commission’s objectives.

The director said that PMS would replace the Annual Performance Evaluation Report currently used in the public service.

According to her, the new system will be fully deployed across the commission’s directorates before the end of March.

“The new PMS is based on balanced scorecard system, and covered both organisation and individual performance,” he said.

“It will enhance staff productivity and ensure that promotions are based on performance.

“The implementation of the system demonstrates the NDDC’s commitment to efficient service delivery in line with President Bola Tinubu’s Renewed Hope Agenda,” she said.

She said that staff of the commission would receive training on various aspects of the workflow to facilitate smooth adaptation to the PMS initiative.

Also speaking at the retreat, the Director, Planning and Statistics, Dr Patterson Ogon, expressed confidence that the system would enable the commission to track progress, identify areas for improvement and make informed decisions.

He said that the introduction of the PMS marked a significant step towards strengthening accountability, efficiency and service delivery within the commission.

The Director, Administration and Human Resources, Mr Kelechi Nwelue, said that there would be quarterly and annual assessments of staff performance to identify areas requiring improvement.

“There will also be support systems across all directorates to help staff adapt to the new system,” he said.

The PMS Consultant, Dr Offiong Archibong, stated that the primary objective of the system was to promote excellence in the workplace.

She outlined key features of the PMS to include regular performance evaluations, goal setting and performance-based promotion.

Archibong said that the system focused on measurable results across units and directorates, adding that the aim was to ensure excellence at the work place.
