The federal government, on March 24, officially launched the first phase of the national single window (NSW), a digital trade platform designed to simplify import and export processes.

The launch was part of the federal government’s effort to modernise trade and improve the ease of doing business in the country.

The platform, introduced by the administration of President Bola Tinubu in April 2024, is expected to reduce bureaucracy at ports, eliminate duplication of documentation, and improve coordination among government agencies.

Speaking at the launch, Wale Edun, the minister of finance and coordinating minister of the economy, said the initiative would enhance business efficiency and competitiveness, particularly in export activities.

WHAT IS THE NATIONAL SINGLE WINDOW?

According to a document seen by TheCable from the NSW secretariat, the national single window is a digital platform that enables parties involved in trade and transport — including importers, exporters, licensed agents, freight forwarders, and shipping companies — to submit standardised documents and information through a single online entry point.

The platform is designed to streamline import, export, and transit-related regulatory processes by integrating and harmonising data from multiple government agencies.

Key agencies expected to operate through the platform include the Nigeria Customs Service (NCS), Nigerian Ports Authority (NPA), the National Agency for Food and Drug Administration and Control (NAFDAC), the Federal Aviation Authority of Nigeria (FAAN), among others.

WHY IS THE GOVERNMENT INTRODUCING THE PLATFORM?

During its inauguration in 2024, Tinubu said Nigeria loses an estimated $4 billion annually to red tape, bureaucracy, delays, and corruption at the ports.

According to the president, the national single window would help address the challenges by improving transparency, reducing manual processes, and preventing revenue leakages.

The platform is also expected to tackle the problem of duplicate documentation — where multiple copies of the same trade documents are submitted to different agencies — which often leads to inefficiencies.

WHAT ARE THE EXPECTED BENEFITS?

The NSW secretariat said the implementation of the platform is expected to deliver several benefits to stakeholders in Nigeria’s trade environment and the broader economy.

The benefits include simplified import and export processes, reduced paperwork and manual documentation, faster processing and clearance timelines, improved transparency and accountability, better coordination among government agencies, increased government revenue and reduced leakages.

Tinubu had said the project is expected to yield an estimated $2.7 billion annually for the country.

The finance minister had also assured that both small and medium-scale enterprises and large businesses would benefit from the integration of the NSW and ongoing port reforms.

HOW WILL THE NEW SYSTEM BE IMPLEMENTED?

According to the document, the rollout of the NSW platform will take place in phases to allow for a gradual transition to full implementation.

Phase one is scheduled for delivery in March 2026, while phase two would begin between the second and third quarters of 2026.

Phase three is expected between the fourth quarter of 2026 and the first quarter of 2027.

WHAT DOES THE GO-LIVE DATE ENTAIL?

The NSW platform is scheduled to go live on March 27, 2026, with an initial set of services, including import licences, certificates and permits application submissions for agencies such as Standards Organisation of Nigeria (SON), NAFDAC, the Nigerian Agricultural Quarantine Service (NAQS), and National Environmental Standards and Regulations Enforcement Agency (NESREA).

Others are centralised risk management tools for participating agencies, and manifest submission by shipping lines and airlines.

Also speaking at the launch, Jumoke Oduwole, minister of industry, trade and investment, said the pilot phase will begin with one shipping line and one logistics operator, DHL.

It is understood that the ‘go-live’ date, which marks the beginning of phase one, will introduce several operational improvements, including streamlined permit processing, reduced manual documentation, faster processing timelines, improved transparency in applications, centralised online submissions, and better tracking of permit applications.

WILL THE PLATFORM HANDLE PAYMENT PROCESSING?

The NSW platform will process statutory fees and approved regulatory payments, including fees for licences, certificates and permits issued by participating agencies.

All payments made through the system will be transferred to the government’s treasury in line with existing financial regulations.

The NSW secretariat said participating agencies will continue to receive their respective revenues through the established system.

Although the system will support the processing of statutory fees and charges, the government says its primary objective is to facilitate trade.
