Meet Lukman Abdulrauf: The Youngest professor in UNILORIN

University of Ilorin (UNILORIN) has introduced Lukman Abdulrauf as its youngest professor, highlighting his work in law, technology and governance.

In a statement published on the University’s website on Tuesday, the institution said Mr Abdulrauf is a professor in the Department of Public Law, where his teaching and research focus on the intersection of law, technology and governance.

The university stated, “Lukman Abdulrauf is a Professor in the Department of Public Law, University of Ilorin, Nigeria, where his teaching and research focus on the intersection of law, technology, and governance.”

According to the institution, his areas of specialisation include data privacy, artificial intelligence governance, digital constitutionalism and comparative constitutional law, with a focus on African legal systems.

It added, “His core areas of specialisation include data privacy, AI governance, digital constitutionalism, and selected aspects of comparative constitutional law, with a particular emphasis on African legal systems.”

The university said Abdulrauf is an honorary research fellow at the School of Law, University of KwaZulu-Natal and a research fellow at the Institute for International and Comparative Law in Africa, University of Pretoria.

According to the statement, “He is an Honorary Research Fellow at the School of Law, University of KwaZulu-Natal (UKZN), South Africa, and a Research Fellow of the Institute for International and Comparative Law in Africa (ICLA), University of Pretoria, South Africa.”

The institution added that he previously held research fellowships at Stanford University’s Center for Advanced Studies in the Behavioral Sciences and the Stellenbosch Institute for Advanced Study, where his work focused on digital governance, human rights and institutional design.

The university also said his research attracted external funding, including his role as co-investigator on a project funded by the United States National Institutes of Health examining the ethical, legal and social implications of genomic data use in health research in Africa.

It said, “This work reflects his broader scholarly interest in data governance, public interest regulation, and the constitutional implications of digital technologies in the Global South.”

Abdulrauf also serves on the editorial board of International Data Privacy Law, a journal published by Oxford University Press.

According to the university, “His academic work has been presented in international fora and contributes to ongoing debates on data privacy, AI governance, digital constitutionalism, platform accountability, and rights-based approaches to technology regulation in Africa and beyond.”

The institution further disclosed that Abdulrauf recently completed a fellowship at the University of Freiburg, where he researched digital constitutionalism and AI governance in Africa.

Born on February 23, 1987, Lukman Abdulrauf was appointed professor on October 1, 2025, at the age of 38.

The university noted, “Born on February 23, 1987, he celebrated his 38th birthday by being appointed to the rank of Professor on October 1, 2025.”
