Egypt’s Ministry of Communications and Information Technology (MCIT) has signed a Memorandum of Understanding (MoU) with global technology company Intel to expand artificial intelligence awareness and skills development across the country.
The agreement was witnessed by Minister of Communications and Information Technology Raafat Hendy and signed by Hoda Baraka, Advisor to the ICT Minister for Technology Talent Development and Acting Director of the Egyptian Center for Responsible AI, and Taha Khalifa, Intel’s General Manager for the Middle East and Africa.
Under the partnership, one million Egyptian citizens will receive AI training each year for three years, covering fundamental AI concepts as well as the safe and responsible use of the technology. The initiative will also promote digital trust and help citizens understand how AI can be applied in everyday and professional settings.
The collaboration forms part of Egypt’s efforts to build national AI capabilities and support the objectives of its National Artificial Intelligence Strategy 2025–2030. Hendy said AI is increasingly important to economic competitiveness, development and the delivery of public services, making partnerships with global technology companies important for translating the strategy into practical programmes.
Intel will support the initiative through its AI for Citizens programme, which is designed to make AI concepts more accessible and demonstrate their practical applications. The partnership will also incorporate the Digital Trust for All programme, focused on encouraging safe and responsible use of digital technologies.
The initiative will establish a Training of Trainers programme targeting 1,500 trainers over three years, with 500 trainers expected to be trained annually. The programme is intended to create a pool of qualified instructors who can transfer AI knowledge and help expand training through local education and training institutions.
The partnership will also provide different groups with tailored AI skills programmes. These will include foundational AI and creative-thinking training for young people, employability-focused programmes for technical and university students, reskilling and upskilling opportunities for employees and job seekers, and training to support government leaders in technology-enabled decision-making.
MCIT and Intel will make the training content available through digital platforms to expand access. Community awareness activities will also form part of the programme, with implementation beginning with the AI for Citizens initiative under a phased plan to be developed by both parties.
Beyond AI literacy, the agreement includes technical workshops and training on Intel’s latest AI infrastructure and computing technologies. The activities are intended to strengthen local expertise in AI infrastructure and support the development of technical capabilities needed for Egypt’s expanding AI ecosystem.
Outstanding participants will also have opportunities to take part in an annual AI hackathon, with selected projects prepared for potential presentation at the Intel AI Global Impact Festival.
