Lagos govt unveils comprehensive cybersecurity guidelines to strengthen digital safety

The Lagos State Government has unveiled a comprehensive set of Cybersecurity Guidelines aimed at strengthening digital safety across businesses, public institutions, and residents in the state.

The framework is designed to enhance protection against growing cyber risks as Lagos continues its transformation into a smart, secure, and globally competitive digital hub. The government noted that while the state’s rapid digital expansion has boosted innovation and economic activity, it has also increased exposure to cyber threats.

As Africa’s fastest-growing technology ecosystem and home to thousands of enterprises, Lagos operates within a digital environment where cybercrime presents significant economic risks. According to estimates from the National Information Technology Development Agency (NITDA), Nigeria loses over $500 million (approximately ₦250 billion) annually to cybercrime, highlighting the need for stronger cybersecurity measures.

The newly issued guidelines provide structured, practical, and scalable cybersecurity best practices for small businesses, large enterprises, and Ministries, Departments, and Agencies (MDAs). The document aligns with key national frameworks, including the Cybercrime Act (2024), the Nigeria Data Protection Act (2023), and the National Cybersecurity Policy and Strategy (2021). It also clarifies that the guidelines are advisory in nature, intended to support stakeholders with practical implementation tools rather than impose regulatory obligations.

The Lagos State Government reaffirmed its commitment to building a secure digital environment that promotes innovation, investment, and public trust. The initiative is expected to further strengthen Lagos’ position as a leading digital economy hub in Africa.

Acknowledgment was given to the Lagos State Cybersecurity Advisory Council for its role in developing the framework, alongside the Ministry of Innovation, Science and Technology for its leadership in driving the initiative.

The government stated that the guidelines will continue to evolve in response to emerging threats and technological developments, reinforcing cybersecurity as a core pillar of Lagos State’s digital transformation agenda.
